Tender-to-Contract Lifecycle Overview

Executive Summary

The Tender-to-Contract Lifecycle Overview defines the complete operating path from tender discovery to contract award transition. It aligns process states, Domains, Practices, Digital Professionals, AIOS orchestration, human approvals, events, exceptions, and KPIs.

Why This Exists

The customer should experience tender pursuit as a managed procurement operating lifecycle, not as disconnected software features. This overview gives every later process one shared map.

Owner

The owner is the Chief Product Officer and Enterprise Architect. Executive Office coordinates cross-Practice lifecycle governance. Individual Practices own their process steps.

Business Value

The lifecycle creates clarity, reduces missed handoffs, supports executive decision-making, improves readiness, and provides the foundation for measurable improvement.

TenderDiscovered Opportunity has captured or indexed a tender record.
TenderQualified Opportunity has completed qualification analysis.
BidDecisionRequested Executive Office must coordinate bid/no-bid approval.
BidApprovedForPursuit Human approver authorizes pursuit.
BidWorkspaceCreated Bid owns a workspace for the tender pursuit.

Exceptions

Exception Lifecycle Response
Tender deadline risk Ava sends reminders, Ari escalates, Atlas reprioritizes bid work.
Compliance blocker Lex reviews corrective actions and Ari coordinates executive decision.
Missing organization evidence Orion requests missing business context through Organization-owned workflow.
Pricing uncertainty Atlas coordinates review and Beacon supports cash-flow assessment where relevant.
Submission failure Atlas records issue, Ava escalates deadline risk, human approver determines next action.
Outcome ambiguity Atlas captures available evidence and requests buyer or customer confirmation.

Lifecycle KPIs

KPI Definition
Discovery-to-decision cycle time Time from tender discovery to bid/no-bid decision.
Qualification accuracy Alignment between qualification recommendations and final pursuit outcomes.
Submission readiness rate Percentage of pursued bids ready before deadline.
Approval latency Time waiting for required human approvals.
Compliance blocker rate Percentage of pursued tenders blocked by compliance gaps.
Win/loss capture rate Percentage of bid outcomes captured with useful feedback.
Lessons learned completion Percentage of closed bids with lessons recorded.

Operating Principles

  • Domains own source facts, lifecycle state, business rules, and domain events.
  • Practices own SOPs, process execution quality, operational capability, and process KPIs.
  • AIOS orchestrates execution, context, delegation, events, approvals, audit, and exception routing.
  • Digital Professionals execute assigned process tasks within authority and guardrails.
  • Humans approve high-impact decisions, external commitments, submission actions, and material risk acceptance.
  • Analytics reports process performance but does not own process facts.
  • Notification delivers communications and reminders but does not own the business facts being communicated.
  • Contract delivery begins only after the Contract Award Transition process; this wave does not model contract delivery.
