This document defines business rules for the Funding Domain.

Owner

The owner is the Chief Product Officer and Enterprise Architect.

Business Value

Rules protect funding workflow ownership, decision-support boundaries, readiness assessment quality, and cash-flow risk integrity.

FUND-RULE-001 Ownership Funding owns funding needs, products, assessments, applications, status, cash-flow risk, repayment tracking, and recommendations.
FUND-RULE-002 Contract boundary Contract owns awarded contract delivery and contract facts.
FUND-RULE-003 Organization boundary Organization owns company profile and financial profile references.
FUND-RULE-004 Marketplace boundary Marketplace may display funding partners but does not own funding application state.
FUND-RULE-005 Intelligence boundary Intelligence may estimate and recommend, but Funding owns accepted facts and workflow state.
FUND-RULE-006 Advice boundary Funding outputs are decision support and partner matching, not final regulated financial advice.
FUND-RULE-007 Funding need Funding need must have OrganizationId and business context.
FUND-RULE-008 Readiness Readiness score must be explainable by components.
FUND-RULE-009 Application Application status changes must be auditable.
FUND-RULE-010 Cash-flow risk Cash-flow risk must include level, cause, and mitigation where possible.
FUND-RULE-011 Repayment Repayment tracking must preserve amount, due date, and status.
FUND-RULE-012 Recommendation Funding recommendations must include rationale and assumptions.
