Certificate Issuing Process¶
Executive Summary¶
The Certificate Issuing Process is part of the Procurement Academy Learning process wave. It defines the controlled operating step that produces this outcome: Issue certificates after required learning path, course, quiz, and exercise criteria are met.
This is a business process specification. It does not define software implementation, API contracts, database schemas, or gamified learning mechanics.
Why This Exists¶
This process exists because beginners need a structured, professional path to understand tendering and become capable procurement participants. Learning must connect to real procurement work without allowing other Domains to own learning records.
Owner¶
The owning Practice is Procurement Academy. The primary Digital Professional is Sage. The Chief Product Officer and Enterprise Architect owns the process standard. Domains retain ownership of business facts.
Business Value¶
This process creates business value by improving procurement literacy, reducing avoidable bid and compliance errors, increasing user confidence, strengthening procurement maturity, and converting real work outcomes into targeted learning.

Procedure¶
- AIOS receives the trigger and creates or updates the process instance.
- AIOS assembles authorized context from Learning, Intelligence, Organization, Compliance, Opportunity, Bid, Analytics, and Notification where relevant.
- Sage receives a scoped work packet with SOP, learning objective, learner context, evidence requirements, guardrails, and deadline.
- Sage performs the assigned assessment, onboarding, recommendation, enrollment, lesson, quiz, exercise, tutor, certificate, maturity review, or lessons activity within Procurement Academy authority.
- Lex, Nova, and Atlas contribute source-domain trigger context only where their Practice expertise is required.
- Pulse contributes learning KPI trends, maturity reporting, and executive insight.
- Ari and Ava coordinate progress review, reminders, executive visibility, and human approval where needed.
- AIOS checks missing evidence, source ownership, progress risk, approval thresholds, confidence, and exception conditions.
- Accepted outcomes are recorded through the owning Learning workflow.
- Notification sends reminders and certificate notices only when requested by the process or event policy.
- Analytics captures KPI signals and learning performance summaries.
