Why This Exists

This document defines the long-term vision for the Compliance Domain.

The Compliance Domain exists so every customer can understand and improve procurement readiness before opportunity deadlines expose gaps.

Owner

The owner is the Chief Product Officer and Enterprise Architect.

The owner is accountable for ensuring Compliance remains the domain owner for compliance facts, verification, readiness, expiry, and risk.

Business Value

The Compliance Domain creates business value by reducing avoidable disqualification risk, improving bid readiness, making evidence reusable, and giving Digital Professionals trustworthy compliance state to reason from.

Vision Statement

The Compliance Domain will become the governed compliance operating layer of the Digital Procurement Company: continuously monitoring evidence, requirements, expiry, verification, readiness, and risk across general customer readiness and tender-specific requirements.

Compliance As Procurement Readiness

Compliance is not only document storage.

Compliance represents the customer's ability to prove eligibility, meet requirements, and participate responsibly in procurement activity.

It includes:

  • Document completeness.
  • Document validity and expiry.
  • Evidence quality.
  • Requirement matching.
  • Verification status.
  • Readiness scoring.
  • Risk identification.
  • Tender-specific compliance response.

From Checklist To Readiness Intelligence

The domain evolves through stages:

Document register Customer stores compliance documents and dates.
Expiry monitoring Algosure tracks document validity and renewal needs.
Requirement mapping Compliance evidence is mapped to procurement requirements.
Readiness scoring Algosure calculates Procurement Readiness Score.
Risk intelligence Compliance Risk is identified and explained.
Tender-specific readiness Requirements are assessed against a specific tender.
Continuous compliance memory Outcomes update reusable compliance memory and patterns.

South African Compliance Readiness

South African procurement requires careful evidence handling. The Compliance Domain must support customer readiness for SARS tax compliance, CIPC registration evidence, CSD supplier status, CIDB grading where relevant, COIDA evidence, B-BBEE documents, and other tender-specific requirements.

Intelligence Partnership

Intelligence may:

  • Read compliance state through approved APIs or events.
  • Suggest missing evidence.
  • Explain risk patterns.
  • Recommend readiness improvements.
  • Draft compliance review notes.

Intelligence may not:

  • Mark facts verified directly.
  • Override expiry status.
  • Change compliance decisions without Compliance commands.
  • Replace Compliance ownership of readiness or risk.

Future evolution may include:

  • Automated expiry alerts.
  • Tender requirement extraction.
  • Evidence-to-requirement matching.
  • Readiness score simulation.
  • Compliance risk prediction.
  • Verification provider integrations.
  • Customer compliance improvement plans.
  • Organization-specific compliance memory.

Guardrail

Compliance output must be explainable and traceable. Algosure may assist with compliance readiness, but it must avoid overpromising legal certainty or replacing customer responsibility for final submissions.
