Why This Exists¶

This document defines Contract Delivery governance.

Owner¶

The owner is the Chief Product Officer and Enterprise Architect.

Governance Rules¶

Contract starts after award or contract creation.
Contract Domain owns delivery facts and workflow state.
Variations, invoices, payments, risks, and closeout must use Contract-owned workflows.
Supplier and Funding support must not override Contract ownership.
Executive Office coordinates major escalations.
