Governance Rules

• Funding Domain owns funding facts, assessments, applications, and repayment state.
• Contract owns awarded contract facts.
• Marketplace may display funding partners.
• Intelligence may estimate and recommend but Funding owns accepted workflow records.
• Funding outputs are not final regulated financial advice.
