Executive Summary

The Tender-to-Contract process wave defines the end-to-end business process from tender discovery to contract award transition. It describes how Algosure discovers opportunities, qualifies tenders, supports bid/no-bid decisions, creates bid workspaces, prepares and reviews submissions, captures outcomes, and transitions awarded work into the Contract Domain.

This wave does not model contract delivery after award transition.

Why This Exists

Tender pursuit is not one task. It is a coordinated operating lifecycle involving Opportunity, Organization, Compliance, Bid, Contract, Intelligence, Notification, and Analytics. It requires Practices, Digital Professionals, AIOS orchestration, human approvals, events, exceptions, KPIs, and audit evidence to operate as one Digital Procurement Company.

Owner

The owner is the Chief Product Officer and Enterprise Architect. Bid Management owns most bid preparation execution. Procurement Intelligence owns discovery and opportunity analysis. Executive Office owns cross-Practice decisions and approvals. Contract Delivery owns award transition. Domains retain source fact ownership.
