Owner

The owner is the Chief Product Officer and Enterprise Architect.

Governance Rules

• Learning Domain owns learning records, course state, progress, and certificates.
• Procurement Academy owns learning operations and KPI accountability.
• Intelligence may tutor and explain but must not issue certificates.
• Operational domains may trigger recommendations but Learning owns recommendation records.
• Executive Office coordinates priority learning themes.
