Why This Exists¶

This document defines governance for Bid Management.

Owner¶

The owner is the Chief Product Officer and Enterprise Architect.

Governance Scope¶

Bid Management governs bid planning discipline, task review, proposal review, pricing coordination, approval readiness, submission readiness, and outcome learning.

Governance Rules¶

Pursuit must start from an Opportunity handoff.
Bid state changes must route through Bid Domain workflows.
Compliance checks must reference Compliance-owned state.
Approvals must identify decision owner and authority.
Awarded delivery must transition to Contract Delivery.
